Qualifications: Bachelor’s degree in business administration, finance or related area with a concentration in accounting and three to five years related work experience.
Preferred Qualifications: Master’s Degree, CPA license, and/or CMFO. Demonstrated ability with grants management, governmental and non-profit accounting.

Job Title: Senior Accountant
Summary: An employee in this classification receives general supervision from the Fiscal Manager / Internal Auditor. An employee in this position assists in the comprehensive fiscal management of designated departments to include grants management, fund allocations, reporting, fixed assets, and other administrative functions.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Responsible for fiscal oversight of designated CAC components.
- Creates budgets and sets up accounts for designated departments, working in coordination with department Directors and designated fiscal staff.
- Prepares monthly and quarterly reports and closeout packages and insures that they are submitted to funding agencies on time.
- Reviews grants and contracts from funding sources and other correspondence to insure compliance.
- Assists in preparation of quarterly and year end closing of accounts at Knox County Central Accounting and the submission of final closeout documents to the appropriate funding agencies.
- Works closely with designated departments to gather and review financial information necessary to produce monthly or quarterly reports for fund draw downs.
- Presents budget analysis and other financial information to groups such as department or management teams, board of directors, or other designated entities.
- Deposits revenues received, ensuring adherence to fiscal policies and that appropriate accounts are credited.
- Assists designated Department Directors with auditors and monitors to insure that information and documentation requirements are met.
- Insures that expenditures are charged to the correct unit and line item. Prepares appropriate paperwork as necessary.
- Reviews receipts and disbursements, determines correct amount distribution, and ensures all support documentation is accurate and in order.
- Assists in processing monthly allocated costs to CAC departments.
- Responsible for review of the transaction documentation and proper account coding of the transactions for designated Knox County Purchasing cards.
- Communicate and interact with the personnel in charge of the purchasing card system at Knox County Finance to resolve transaction documentation issues, account and object code listings in the banking system, and the correction of improper charges to the purchasing card by agency personnel.
- Establishes familiarity with revenue and expenditure cycles of designated departments to assist with financial analysis and advise department directors regarding fiscal matters.
- Provides training and technical support to designated CAC component fiscal staff in cost allocations and the management of budgets with pooled expenditures.
- Provides training and technical support to designated CAC component staff in the use and integration of standard spreadsheet software and financial data collections and reporting software.
- Responsible for ensuring that in-kind documentation is up to date and submitted by departments in a timely fashion.
- Generate financial statements for non-profit entities that rely on the agency for administrative oversight.
- Performs other duties as assigned.

- Knowledge of generally accepted accounting principles and auditing standards.
- Knowledge of the principles and practices of government, non-profit, and public agency budgeting and accounting principles, procedures, and methodologies.
- Ability to apply financial regulations and sound accounting principles to a wide variety of transactions and accounting problems.
- Knowledge of accrual and fund accounting as well as direct and indirect cost allocations.
- Knowledge of grant management.
- Knowledge of program planning and budgeting.
- Knowledge of and/or familiarity with OMB Circulars.
- Ability to analyze financial transactions and make appropriate original and adjusting entries.
- Ability to prepare financial and statistical reports including financial projections.
- Demonstrated ability to produce worksheets, reports, invoices and financial documents in a timely manner with minimal oversight and a minimum number of errors.
- Experience working with auditors to assist in the completion of an agency audit.
- Proficiency in Excel, Word, Quick Books, standard database programs, and use of ten key calculators.
- Ability to communicate effectively orally and in writing; ability to present information in a clear, concise and effective manner.
- Ability to read, analyze, and interpret government regulations and instructions.
- Ability to write reports and business correspondence.
- Ability to ascertain facts by personal contact, observation, and the examination of records.
- Ability to evaluate situations and make decisions.
